Avinor aviation charges

Avinor operates 45 airports and the Norwegian national air navigation services. In consideration for these services, airport and airspace users pay charges in accordance with the regulations set by the Norwegian Ministry of Transport and Communications. 

Charges at Avinor airports cover operational cost and investments in Avinor’s infrastructure. These charges fall into three categories:

  • Airport charges

  • Air navigation services charge

  • Offshore charges

Airport charges

Airport charges include take-off charge, passenger charges, security charges, and at some airports, a charge for recycling of de-icing fluid. The take-off charge is calculated based on the weight of the aircraft, the passenger fee is calculated on the basis of departed passengers and the security charge is calculated on the basis of the number of departure passengers, except transfer passengers on the current flight.

All the charges apply at all Avinor airports. A 30% discount on the take-off charge is offered at regional airports, according to the regulations.

Air navigation charges

The air navigation charges are en route charges and terminal navigation charges. The charges are for services provided in the airspace for which Avinor is responsible and the terminal fee for tower services at our airports. The en route charge is calculated on the basis of the weight of the aircraft combined with the distance flown, while the TNC charge is calculated based on the weight of the aircraft.

Charges regulations

The charges regulations include applicable rates excluding VAT. From 1st January 2005, Avinor has been subject to the Norwegian VAT Act. All domestic flights in Norway are therefore subject to an additional charge of 25 per cent. The additional charge does not apply to international flights.

Avinor is responsible for collecting a passenger complaint handling fee on behalf of the air passenger complaint handling body. For 2017, the passenger complaint handling fee is set to NOK 0.30 per passenger.

An environmental charge of NOK 150 per passenger applies to flights to Svalbard.

Take-off and parking charges for GA flights 

The take-off charge can be paid in the following formats for GA flights: 

  • Single take-off

  • Annual card

  • Weekly seasonal card

The weekly season card can be purchased with or without parking permit. You can also buy aircraft parking for a specific airport. Avinor carries out random checks of aircraft weight, to ensure that the charges are calculated correctly.

For aircraft below a weight of 8000 kg, the take-off charge is calculated as the product of the full take-off charge for commercial flights and factors provided in the charges regulations. The charge can be paid for single take-off, weekly season card or a yearly card.

The table below contains the factors used in calculation of charges for single take-off, weekly season card and yearly card, as well as the effective charges. The full take-off charge for commercial flights for 2017 is NOK 62 per ton (MTOW).

Parking charges for GA Aircraft

Parking charges are applicable for all GA traffic at all Avinor airports, for hosting aircraft. Aircraft used for school flights or belonging to a flying club registered with NLF (Norges Luftsportsforbund), are exempt from parking charges.

The charges apply after 2 hours of parking and depend on the aircraft’s MTOW, according to the following table:

The parking charges can also be invoiced. If unforeseen circumstances require parking for a longer period than originally planned, please contact the head of airport administration.
